Maintenance and repair of the HCA system for the boiler heating surfaces and the EMD system for transporting bottom ash at Auvere power plant

The bidder will be excluded if any of the exclusion grounds listed in the procurement documents apply: convictions for organised crime, corruption, fraud, terrorist offences or related participation; enabling illegal work or breaching rules on the employment of foreigners, including paying below the statutory wage; child labour or human trafficking offences; tax, environmental charge or social security arrears; or a situation where the contract would breach an international or Government of Estonia sanction. The bidder must confirm that none of these grounds apply.

The bidder must be registered in the business register of its country of establishment or in another equivalent register; for bidders registered in Estonia, the contracting authority checks the data itself, while a foreign bidder must submit a copy of a valid registration certificate if required by the laws of its country of establishment. The bidder and/or its subcontractor must have performed at least one or more similar contracts within the last 5 years before the start of the procurement, with a total value of at least EUR 100,000. Similar work means technical maintenance, repair and fault prevention work for compressor equipment. The bidder must submit a list of the most important contracts completed during the last five years, including their value, dates and the other contracting parties. The bidder must also hold a valid Environmental Board licence for handling stationary refrigeration and air-conditioning equipment and heat pumps containing fluorinated greenhouse gases, and copies of supporting documents must be submitted as proof. The bid must be prepared according to the structure set out in the procurement documents, and the cost of the works and cost calculation must also be submitted on the form “Calculation”.
