Compliance requirements

The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and terrorist offences. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning measures, where allowed by law or the tender documents. Qualification criteria and exclusion grounds

The bidder must be registered in the business register or an equivalent register in its country of establishment, and the contracting authority may require proof of registration. The average annual turnover for the period 01/01/2023–31/12/2025 must be at least EUR 70,000. The bidder must submit at least two similar sales contracts for RFID-based integrated library solutions completed within the 36 months preceding the contract notice; the submission must include the contract name, the client’s name and contact details, the start and end dates of the contract, and the contract value excluding VAT. The bid must comply with the procurement documents, conditional bids are not allowed, and where necessary an equivalence explanation and evidence of equivalence must be provided. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. A description of the proposed integrated solution in accordance with the technical specification must also be submitted.
