Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation, corruption, fraud and other listed grounds. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s total net turnover from all business activities in each of the last three completed financial years must be at least EUR 50,000. If requested by the contracting authority and the information is not available from a public database, the bidder must submit the financial statements for the last three financial years or extracts from them.
Within the 36 months before the start of the procurement, the bidder must have completed at least 3 outdoor landscaping maintenance contracts, each worth at least EUR 20,000 excluding VAT. The bidder must provide a list of the contracts with their value, dates and client contact details, and, in the case of a public procurement, the reference numbers.
The specialist responsible for contract performance must hold a valid professional certificate at least at level 4 gardener, level 4 landscape builder, or an equivalent qualification. The bidder must provide the responsible specialist’s name, personal identification code and certificate number. The certificate must remain valid for the entire contract period.
The bid must include Annex 2, the price schedule, and Annex 3, the CV of the responsible specialist. The bidder must confirm that the bid complies with the tender documents and that the bid price is submitted in the required structure.
