Compliance requirements
The bidder must confirm that none of the exclusion grounds under Section 95(1) of the Public Procurement Act apply. For bidders established outside Estonia, a certificate from the competent authority of the bidder’s country of establishment may be required for the absence of the grounds listed in points 1–4, if the data are not available free of charge from a database. The notice also requires confirmation that the contract would not breach an international sanction.
Qualification criteria and exclusion grounds
The bidder must have performed at least 1 contract in the 36 months before the start of the procurement for organising at least a 1-day fair with at least 500 participants, including a sound and lighting solution and catering for participants. Evidence must be provided about the completed contract and the other contracting party in accordance with Annex 4. If the bid is submitted by a representative whose authority does not appear in the register, a power of attorney must be submitted under Annex 2. In the case of a joint bid, a joint bidders’ power of attorney under Annex 3 and the hankepass documents for all joint bidders must be submitted. In addition, a detailed service description, the bid price form under Annex 5 and, where applicable, the marking and justification of business secrets must be provided.
