Compliance requirements
The machine-readable notice includes mandatory exclusion grounds such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other standard grounds under the Public Procurement Act. If an exclusion ground applies, the bidder may be asked to confirm it and, where allowed, provide evidence of self-cleaning. The exact full list and any recovery/self-cleaning details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 57,000. Joint bidders may combine their turnover figures. If the bidder relies on the resources of another company, this must be indicated in the ESPD and the relevant accounts or other evidence must be provided on request; the other company is jointly and severally liable for the part of the contract performed using its resources. To meet the compliance requirements, the bidder must confirm that it accepts all conditions set out in the contract notice and procurement documents and submits a bid only for the matters for which the contracting authority requested competing bids. For the works described in technical specification points 3.1, 3.7 and 3.8, the bidder must have at least two specialists who have completed training by Vitronic or its official representative for the installation of PoliScan Speed measuring cabin equipment. The names of these specialists and the certificates issued by the manufacturer or authorised representative must be submitted as soon as possible after contract award, but no later than before work under point 3.1 starts. If the bidder participates as a joint bid, a separate ESPD must be submitted for each joint bidder. The names and personal identification numbers of authorised persons, or confirmation that no such persons exist, must also be provided. The machine-readable notice does not include more precise qualification details beyond these requirements; the official tender documents should be checked for any additional conditions.
