Compliance requirements
The machine-readable notice includes standard exclusion grounds. The bidder must confirm that neither the company nor its managers, board members, proxy holders or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, or terrorist offences, unless the exclusion period has already expired. For some grounds, the bidder may also need to describe self-cleaning measures and provide dates, reasons, persons concerned, exclusion periods and electronic evidence details. The exact exclusion grounds and any recovery/self-cleaning rules must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the relevant professional or business register and hold a licence for carrying out electrical works. The financial capacity requirement is clear: the total annual turnover for each of the last three financial years completed by the time the procurement started must be at least EUR 400,000. The bidder must provide the relevant data and, if needed, annual reports or other evidence. As for technical and professional capacity, the documents require a list of construction contracts and evidence that they were performed properly; the exact scope of the experience requirement was not fully visible in the machine-readable text, so it must be checked in the tender documents. To make the tender compliant, the bidder must complete Annex 2 for the price submission, attach the joint tenderer power of attorney if applicable, explain equivalence where an equivalent solution is offered, and confirm that the site has been inspected. If subcontracting is used, Annex 3 and Annex 4 must be submitted; if not, a blank Annex 3 must be submitted. The machine-readable notice did not include all precise qualification, suitability or compliance requirements; these must be checked in the tender documents.
