Compliance requirements
The bidder must confirm that none of the exclusion grounds listed in the notice apply: no relevant convictions for corruption, fraud, terrorist offences, money laundering or financing terrorism; no unlawful employment of foreign nationals or breach of foreign-worker rules; no child labour or human trafficking offence; no tax, environmental charge or social security debt; and no conflict with international or Government sanctions. Qualification criteria and exclusion grounds
The bidder must have properly performed at least one contract within the last 60 months covering renovation or reconstruction works for a building or part of a building, including a work design or building design, construction and finishing works, and installation or upgrading of technical systems, including electrical and/or ventilation systems. Form 1, "List of contracts", must be submitted together with the dates and the other contracting parties, as well as a confirmation that the contracts were performed properly.
The bidder’s team must include at least one project manager. The project manager must hold at least a level 6 professional certificate as a building engineer specialising in building construction, or an equivalent or higher qualification. The project manager must have managed at least one similar renovation or reconstruction project within the last 60 months in an industrial, production or warehouse building, or in a large indoor space, where construction and finishing works and installation or upgrading of technical systems were carried out. The project manager’s CV and proof of qualification must be submitted; if the project manager does not work for the bidder, the CV must be signed to confirm consent.
If the bidder is participating as a joint tenderer, a joint tenderers’ power of attorney must be attached. The tender price must be submitted in Form 3, "Unit prices and tender price", and the tender must follow the structure set out in the procurement documents. The bidder must also submit the required forms for the contract list, project manager CV and qualification documents, and must confirm compliance with the prescribed tender structure and the no-conditional/no-partial-tender rule, as stated in the tender documents. The bidder must also confirm that the tender complies with the procurement documents and that the price is submitted in the required structure. If the bidder relies on subcontractor references, the subcontractor must be added to the subcontractor table so that exclusion checks can be carried out.
