Compliance requirements
The bidder must confirm the mandatory exclusion grounds related to criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full exclusion list, so the exact grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 100,000. Joint bidders may combine their turnover figures. The bidder must have performed at least one comparable security-services contract within the last 36 months with a value of at least EUR 50,000 excluding VAT. Comparable contracts are those covering manned guarding, monitoring of guarded sites and response to alarms in public urban space. The contracting authority may request a client confirmation or other evidence of proper performance. When submitting the tender, the bidder must also confirm that it holds the operating licence required under the Security Activities Act; if the bidder is registered in an EEA contracting state, it must hold the required licence in Estonia before contract award and submit the necessary notifications to the business register. In the case of a joint tender, a power of attorney from the joint bidders must be attached. The bidder must also confirm that the tender does not contain prohibited confidential information marked as trade secret, that the offered goods are not subject to international sanctions and do not originate from sanctioned areas, and that it accepts all tender document conditions.
