Compliance requirements
The tender documents include the standard exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The bidder or its management/representation persons must confirm whether any such ground applies and, where applicable, provide the required dates, reasons, persons concerned, exclusion period, and self-cleaning information. The machine-readable notice did not include the full list in one place; the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have prior experience of at least three similar construction contracts completed within the 60 months before the publication of the contract notice. Similar work means the construction or reconstruction of a building, including the installation of technical systems, and the experience must cover hospital, veterinary, laboratory or other buildings of comparable technical complexity. For each contract, the bidder must provide the project, the client’s contact details, the contract duration and a reconstructed or extendable area of at least 700 m². For performance of the contract, the bidder must involve at least a project manager (civil engineer, level 7), site manager (civil engineer, level 6) and specialists for the relevant technical disciplines. For design work, the following professionals with the relevant professional certificate are required: certified civil engineer level 7, certified electrical engineer level 7 with at least B-class competence certificate for electrical design, fire safety expert level 6, security systems designer level 6, authorised architect level 7, authorised heating, ventilation and cooling engineer level 8, certified automation engineer level 7, and certified water supply and sewerage engineer level 7. The bidder must also submit the details of the persons to be involved, their consents and documents proving their qualifications. The bid must comply with the tender documents, and conditional bids are not allowed.
