Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, and other listed grounds in the tender documents. If an exclusion ground applies, the bidder may have to show self-cleaning measures where allowed. The machine-readable notice did not include the full list in a complete form, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove technical and professional capability with at least one properly completed public road construction contract performed within the 60 months before the start of the procurement. Under that contract, a dust-free surface must have been constructed on a gravel road for at least 35,000 m². On request, the bidder must provide the client’s confirmation that the work was performed properly, including the contract performance period and the area of dust-free surface. If the bidder relies on the capacities of another entity, the bidder must provide that entity’s details and, where required, its consent and confirmation that it will participate in performing the contract. For tender compliance, the bidder must submit the fully completed HD IV bill of quantities as an Excel file, and must confirm that it accepts the conditions set out in the contract notice and procurement documents, submits a tender only for the matters requested, and does not involve a subcontractor who would have to be replaced under Section 122(7) of the Public Procurement Act.
