The tenderer must confirm that neither the tenderer nor any entity whose resources it relies on has any exclusion grounds under § 95(1) of the Public Procurement Act. If the certificate was issued in Estonia, the contracting authority will verify it through the public qualification register; if it was issued abroad, the bidder must submit a copy issued by the competent authority and a document from the competent Estonian authority proving equivalence. The bidder must submit Form 4 and, where applicable, the additional documents proving foreign qualifications. If the bid is joint, Form 8 must be submitted together with the power of attorney and the confirmation of joint and several liability.
