Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The notice also states that companies with a place of residence or establishment in the Russian Federation or the Republic of Belarus are not allowed to participate. The bidder’s net turnover for each of the last two completed financial years must be at least EUR 400,000. If the financial year follows the calendar year, this means 2025 and 2024. The bidder must have properly completed at least 2 similar construction contracts within the last 60 months, where the works were carried out on a building, part of a building or a building complex with at least 2,000 m² of closed net floor area. For these contracts, the bidder must provide the partner names, contact details, contract subject, closed net floor area and contract period; for contracts awarded through public procurement, also the procurement reference number. The contracting authority may request a client confirmation letter stating that the works were performed properly. To carry out the works, the bidder must involve a project manager with at least the qualification certificate “Construction Engineer, level 6” or “Construction Manager, level 6” or equivalent. For the ventilation area of responsibility, the bidder must involve a specialist with at least the qualification certificate “Heating, Ventilation and Cooling Engineer, level 6” with the relevant profession for construction of ventilation systems, or “Construction Manager, level 6” with the relevant specialisation and optional competence, or equivalent. Basic qualifications based only on education are not considered equivalent. If the certificate was issued in Estonia, the contracting authority will verify it in the public qualification register; for a foreign qualification, the bidder must submit the qualification document and a confirmation from the competent Estonian authority that it is equivalent. If the bid is submitted jointly by several bidders, they must appoint an authorised representative and submit a power of attorney and a confirmation of joint and several liability. The bid must be prepared by accepting all tender document requirements, and Form 2, Form 3, Form 4 and Form 8 must be submitted if required by the tender documents.
