Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other mandatory exclusion grounds set out in the procurement documents. The bidder may need to provide dates, reasons, the person convicted, the exclusion period, and self-cleaning information if applicable. Qualification criteria and exclusion grounds
The bidder must demonstrate technical and professional capability with at least one previous construction contract completed within the 60 months before the start of the procurement. The requirement can be met in one of two alternative ways: either by having fully built or reconstructed at least 25 km of drainage ditches, at least 25 culverts with a diameter of at least 400 mm, and roads of at least 1 km or 5,000 m2; or by having fully carried out land improvement system renewal or maintenance covering at least 125 km of ditch restoration, maintenance of at least 125 culverts, and road construction or reconstruction of at least 1 km or 5,000 m2. The bidder must provide the relevant contract data in the ESPD and, upon the contracting authority’s request, a list of the relevant contracts and confirmation from each client that the work was performed properly. The tender must be unconditional, comply with the tender documents, and where relevant the bidder must explain equivalence and attach proof. In the case of a joint bid, a joint bidders’ power of attorney must be attached. A bid guarantee must also be provided in the form required by the tender documents, and the bidder must confirm compliance with RMK environmental requirements for forest work and that no prohibited subcontractor or sanctioned subcontractor or supplier will be used for more than 10% of the contract value during performance of the contract.
