The tender concerns the ordering of technical maintenance services for the water supply and sewerage systems of student dormitories, i.e. a response service for system non-compliances, including resolving faults and carrying out limited repair work where needed. Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, fraud, money laundering, terrorist offences, child labour and other listed grounds. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full list in a compact form, so the exact exclusion grounds must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have a valid professional liability insurance policy, or be ready to conclude one before the framework agreement is signed; the insured amount must cover at least EUR 30,000 per insured event and the policy must remain valid for the entire framework agreement period. As to prior experience, the bidder must prove one of two alternatives: either it has responded to at least 40 non-compliances in water supply and/or sewerage systems during the 36 months preceding the start of the procurement, or it has performed at least one contract during the same period that included 24/7 response to such non-compliances and had lasted at least 9 months by the start date of the procurement. To prove this, the bidder must provide the client’s name and contact details, a short description of the incidents or the contract, and the relevant time period; if the contract was awarded through an RHR procurement, the procurement reference number must also be provided. The bid must be submitted by a person with signing authority or digitally signed by such a person; in a joint bid, a joint-authorisation document and a statement of joint and several liability must be included. If the bidder relies on the resources of another undertaking, the corresponding joint-liability statement must be provided. The bid price must also be submitted using the price table form, and the bidder must confirm that it has reviewed the tender conditions and can ensure the necessary understanding of the water supply and sewerage systems.
