Compliance requirements
The machine-readable notice included only one exclusion ground: the contracting authority may restrict participation based on the bidder’s place of establishment or residence, if this is set out in the procurement documents. The bidder must confirm whether this restriction applies. No other precise exclusion grounds were provided in the notice; the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s average net turnover for the last three completed financial years before the start of the tender must be at least EUR 1,200,000 per year. If the company has operated for less than three years, the arithmetic average net turnover for the operating period must also be at least EUR 1,200,000. If turnover cannot be verified from the commercial register, the bidder must provide appropriate evidence on request by the contracting authority. If the bidder relies on the resources of another person, that person’s confirmations and consent must also be submitted.
The bidder must have, within the last 60 months before the start of the tender, at least one production and/or warehouse building project completed as a main contractor that is similar and of comparable scale. Similarity means a concrete-frame facility with installation of a 5 t overhead crane. If experience with the concrete frame and the overhead crane is separate, the projects must be presented separately. The bidder must provide the project name, client and representative contact details, contract value excluding VAT, net floor area, and a description of prior experience.
To directly manage, coordinate and control the construction process, the bidder must involve a responsible specialist, i.e. a project manager, who has at least the professional qualification Construction Manager, level 6. If the qualification cannot be verified in the professional register, the bidder must provide, on request, a copy of the document proving the qualification, education or equivalence. If the bidder uses the resources of another person, that person’s details and consent must also be submitted.
