Compliance requirements
The bidder must confirm the absence of exclusion grounds. The notice lists criminal convictions, illegal employment of foreigners or minors, tax or social security debt, and situations where the contract would breach international sanctions or a Government of Estonia sanction. The contracting authority may also exclude a bidder for serious or repeated breach of earlier public contracts, or if the bidder has provided false information or failed to submit required supporting documents. The bidder must submit the confirmations on the required form, and in a joint bid each joint bidder must provide the confirmations relevant to them.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of an EU, EEA or WTO GPA member state, if this is required by the laws of the bidder’s country of establishment. If the bidder relies on another entity’s capabilities, the bidder must provide that entity’s details and confirmations. The bidder’s net turnover for each of the last three completed financial years before the start of the procurement (2023, 2024 and 2025) must have been at least EUR 100,000 excluding VAT. During the last 36 months, the bidder must have performed sales contracts for insulated locks with a total value of at least EUR 50,000 excluding VAT; one such contract is sufficient, and an ongoing contract also qualifies if the required quantity has already been delivered and accepted. The bidder must be the manufacturer of the offered products, or the manufacturer’s official distributor, partner or representative, and must have the right to deliver the product to Estonia. The bid must include the participation application, the bid price in the required structure, the technical documents, and, where applicable, the joint bidders’ power of attorney and evidence of equivalence.
