The machine-readable notice included only a domestic-law exclusion ground: the contracting authority may restrict participation by company residence or place of establishment. The bidder must check the official tender documents to see whether this restriction applies and what exact confirmation or evidence is required.

The bidder must be registered as a continuing education institution in the Estonian Education Information System (EHIS). Any other precise qualification, suitability or compliance requirements must be checked in the tender documents. As compliance requirements, the bidder must confirm that the tender complies with the tender documents, submit the tender price in the required structure, provide a training programme together with evidence of the trainer’s competence and practical management experience, and, where necessary, submit a power of attorney.
