Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tender documents include the standard exclusion grounds. The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder may also need to provide information on conviction dates, reasons, the person convicted, the exclusion period, self-cleaning measures, and whether the information is electronically available. The machine-readable notice did not include all precise exclusion details; they must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must prove that, within the 36 months preceding the start of the procurement, it has properly performed at least one contract under which it carried out at least one flat-roof construction job with a roof area of at least 500 m² as a main contractor or subcontractor. A list of contracts or orders must be submitted, including dates, details of the other contracting parties, contact details and, where applicable, reference numbers. If the work was carried out under a framework agreement, contracts or orders concluded and performed under that framework agreement may also be used, provided they fall within the reference period. For compliance, the bidder must confirm that the tender meets the technical specification, complete the price schedule, and provide the details of the specialists to be involved in the works: a fire safety expert, level 6, and a civil engineer, level 6, with specialisation in building construction and competence in managing construction activities. For each specialist, the bidder must provide the first and last name, personal identification code, and certificate number or a copy of the document proving competence.
