Compliance requirements
The machine-readable notice states the general exclusion grounds under Estonian public procurement law and also mentions early termination, damages or similar sanctions for serious or repeated breach of a previous contract. Qualification criteria and exclusion grounds
The bidder must prove that, during the 60 months preceding the start of the procurement, it has properly performed a contract under which it completed at least 200 m of water supply pipeline construction of at least de110 by open trench method, including all associated works and ensuring readiness for use, and at least 100 m of gravity sewer or stormwater sewer pipeline construction of at least de200 by open trench method, including all associated works and ensuring readiness for use. Associated works include, among other things, pressure testing, disinfection, water sampling, connections to the existing network, and watertight connection of pipelines and manholes.
The bidder must provide the contract signing and performance dates, a short description of the works, and the details of the other contracting party. If the contract was performed only partly within the reference period, only the part handed over, accepted and ready for use during that period will be taken into account.
The person responsible for managing water and sewer pipeline construction works must hold at least the professional qualification of a certified water supply and sewerage engineer, level 7, with specialisation in external water supply and sewerage and competence in construction management, or an equivalent EKR/EQF qualification. The bidder must provide that person’s details.
The bid must comply with the tender documents and, where necessary, equivalence must be explained and evidence of equivalence must be attached. The bid price must be submitted in euros excluding VAT, to two decimal places, using the required structure.
