Compliance requirements

The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, and related grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. Qualification criteria and exclusion grounds

The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 50,000. Joint bidders may combine their turnover. Turnover must be evidenced, if requested, by an extract from the annual accounts or another document; separate evidence may not be needed if the information is publicly available in the Estonian business register. For technical and professional capacity, the bidder must provide a list of public road construction contracts that meet the contracting authority’s specified characteristics and were completed within the 60 months before the start of the procurement. The contracting authority may also request a confirmation from the client that the works were performed properly. The exact list and form of evidence must be checked in the ESPD and the tender documents. When submitting the tender, the bidder must complete the HD IV bill of quantities as an Excel file and must not change the work descriptions, quantities or other data provided there. In the case of a joint tender, separate ESPDs must be submitted for all joint bidders, together with a power of attorney for the joint representative. The bidder must also provide the names and personal identification codes of authorised persons, or confirm that no such persons exist, if requested by the contracting authority.
