Compliance requirements
The machine-readable notice lists standard exclusion grounds, including participation in a criminal organisation, corruption, fraud and other serious offences. The bidder must confirm these grounds do not apply and may need to provide evidence of self-cleaning where allowed. The notice also mentions sanctions-related exclusions: the bidder must not use subcontractors or suppliers above 10% of the contract value if they are Russian nationals, residents, entities established in the Russian Federation, entities more than 50% owned by them, or acting on their instructions. The official tender documents should be checked for the full and exact exclusion conditions.
Qualification criteria and exclusion grounds
The bidder must be registered in the Trade Register for the activities of construction and electrical works; the contracting authority will check this itself. If the register data are not electronically available, the bidder must provide the relevant proof or explanation. The bidder’s specific annual turnover in the contract-related field must be at least EUR 80,000 over the last 3 completed financial years. If the 2025 annual report is not yet visible in the e-environment, it must be entered in the ESPD and the accuracy of the data confirmed. For technical capability, the bidder must have carried out at least 3 similar-value general construction works or repair works as the main contractor during the last 60 months. The ESPD must list those contracts; if a contract was awarded through a public procurement procedure, the procurement reference number must also be provided. The successful bidder must, on the contracting authority’s request, provide evidence that the works were carried out properly. The bid must be unconditional, comply with the tender documents and include a work-by-work price breakdown table. If equivalence is relied on, an explanation and evidence must be included.
