Maintenance and fault-repair services for substations, cable networks and electrical equipment in wind, hybrid and solar parks

The bidder must not be an entity whose management board members, procurator or other authorised representatives have been convicted of participation in a criminal organisation, breach of duty of integrity, corruption, fraud, a terrorist offence or incitement, aiding or attempting such offences, money laundering or terrorist financing. The bidder must also not have convictions for enabling illegal employment of a foreign national, unlawful use of child labour, or human trafficking. Grounds for exclusion also include tax, fee or environmental charge arrears, or tax or social security contribution arrears in the country of establishment, as well as any situation where the contract would breach an international sanction or a sanction of the Government of the Republic of Estonia. The bidder must confirm that none of these exclusion grounds apply.

The bidder must have valid professional liability insurance, or be ready to conclude it. The insurance must cover possible losses related to repair and maintenance services for electrical machines, apparatus and related equipment, including damage to third parties. The insured amount must be at least EUR 500,000 per insured event, and the insurance must remain valid for the entire contract period. If requested by the contracting authority, the successful bidder must submit an insurance policy or a written confirmation from the insurer before contract signature. The bidder must form a competent team. The person responsible for electrical works must have Class A electrical competence or at least the qualification of "Electrical Engineer, level 6" with the competence area "Construction, operation and supervision", or an equivalent or higher qualification. The bidder must submit copies of documents proving that person's qualification and competence. If a foreign bidder or its foreign subcontractor does not have documents issued in line with Estonian requirements, it must confirm that it will submit the confirmation issued by the Consumer Protection and Technical Regulatory Authority within one month after signing the contract. The bidder or its subcontractor must have completed, within the last 36 months, at least one maintenance contract for a 110–330 kV substation power transformer and primary equipment with a total value of at least EUR 100,000. There must also be at least one contract for cable fault location and repair in a 20–35 kV cable network with a total value of at least EUR 20,000, and at least one contract for maintenance and/or configuration of secondary systems of medium- and/or high-voltage substations with a total value of at least EUR 20,000. These references must be provided on Form 1 "Reference contracts" together with dates and contracting parties. The bidder must have the measuring equipment needed for diagnostics and measurements, for example for cable testing, cable fault location, transformer and other equipment measurements, and battery checks, or arrangements to use such equipment if the contract is awarded. Upon request, the bidder must provide evidence of the equipment or of the right to use it.
