Compliance requirements
The tender documents include standard exclusion grounds, especially convictions related to participation in a criminal organisation and corruption. If such a ground applies, the bidder may need to confirm whether it has taken self-cleaning measures and, where relevant, provide supporting evidence. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last 3 financial years ended by the start date of the relevant public procurement must be at least EUR 115,000. Turnover data must be provided in the ESPD.
For managing the construction works, the bidder must involve at least a project manager with the qualification of civil engineer, level 6, specialising in building construction and competent in managing construction activities, or an equivalent qualification. The bidder must provide the person’s details in the ESPD and attach a copy of the competent person’s diploma or professional certificate to the bid.
The bid must comply with the tender documents and, where necessary, equivalence must be explained and supporting evidence of equivalence must be attached. The bid must be submitted in the required composition and include all required documents and forms. If the bid is submitted by a person whose right of representation does not arise from law, a power of attorney must be attached; in the case of a joint bid, a joint bidders’ power of attorney must be submitted. The bid price must be provided in euros, excluding VAT and including VAT, to two decimal places in accordance with the required price table.
