Compliance requirements
The bidder must confirm that neither the bidder nor its management, governing or supervisory body members, nor any person authorised to represent, decide for or control the bidder, has been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to explain any self-cleaning measures and provide supporting evidence. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The machine-readable notice clearly states that the bidder must be registered in the commercial register of its country of establishment. The contracting authority may require evidence of that registration. Bids may be submitted for up to two lots, and a contract may also be awarded to one bidder for up to two lots. The bidder must provide product images, exact specifications, and a link to the product website or an electronic catalogue page. The bid must comply with all conditions set out in the tender documents and must be unconditional. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the official tender documents. The bidder must also confirm that the bid price includes delivery and installation.
