Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including that neither the company nor its management, supervisory or representative persons have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, or other listed criminal grounds. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice does not include the full list of precise exclusion grounds, so they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 75,000. Joint bidders may combine turnover figures. If requested, the bidder must provide the latest annual report or other documents proving turnover.
For technical and professional capacity, the input shows that a list of road construction contracts for publicly used roads completed within the 60 months before the start of the procurement is required, together with the client’s confirmation that the works were performed properly. The machine-readable notice did not show all exact experience requirements in full, so they must be checked in the tender documents.
The bidder must also submit the required bill of quantities in fully completed form and confirm compliance with the tender conditions and the rules on joint tenders and subcontractor checks where applicable. The exact compliance requirements must be checked in the tender documents if needed, because the machine-readable notice does not contain every detail.
