Compliance requirements
The tender documents include the standard exclusion grounds. A bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for, or control the bidder, have been finally convicted within the last five years for offences such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, and other listed grounds. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full precise list, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove technical and professional capability through at least one similar works contract completed within the last 60 months. The required experience is the construction or reconstruction of at least 400 m of stormwater pipeline. A list of significant works contracts must be submitted, including the contract performance period and the contracting parties; if the contract was awarded through a public procurement procedure, the procurement reference number must also be provided. If the experience is demonstrated as a joint bidder, the bidder must explain which works it performed itself and what share of the contract value those works represented. The bid must also include the required forms, including Form 2. Bidder confirmations and Form_1_1_Work volume list.
