Compliance requirements
The tender documents include the standard exclusion grounds. In particular, the bidder must not have a final conviction in the last five years for participation in a criminal organisation or corruption, unless the conviction has already expired. If an exclusion ground exists, the bidder may be allowed to show self-cleaning measures where this is permitted by law or by the tender documents. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must show an average annual turnover of at least EUR 150,000 per year, totalling at least EUR 450,000, for the financial years ending within the last three years before the start of the procurement, for the period 01/01/2023–31/12/2025. For construction experience, the bidder must have properly and in accordance with good construction practice completed at least three similar contracts within the last 60 months. A similar contract means a contract under which a playground was built or reconstructed and at least 10 playground equipment items were installed, EPDM surfacing or an equivalent surface was installed, and landscaping works were carried out. The bid must also include the bid price in the required structure, unit prices, and data, drawings and 3D visualisations of the offered products and playground elements, including a site layout solution in DWG and PDF format. If a joint bid is used, a power of attorney for the joint bidders must be submitted where necessary. If the person signing the bid does not have representation rights shown in the register, a power of attorney for the bidder’s representative must be submitted. The bidder must confirm that the bid complies with the tender documents; conditional bids are not allowed; and, where relevant, equivalence must be demonstrated.
