Compliance requirements
The machine-readable notice includes the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorism-related offences, fraud, and related grounds. The bidder must confirm these points and, where applicable, provide the conviction date, reason, the person convicted, the exclusion period, and any self-cleaning measures. Precise exclusion requirements should be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have a business activity notice in the Estonian Register of Economic Activities for construction, subcategory road works. As for construction experience, the bidder must have properly performed, within the last three years, at least one contract for installing the wearing course of a city street pavement with a volume of 8,000 m2, or at least two such contracts with a volume of 5,000 m2 each. The bidder must provide the contract object, public procurement reference number, client and client contact details, the volume of asphalt works and the period of performance. The contracting authority may request confirmation letters from clients proving proper performance of the works; if the client is Tartu City Government, the confirmation letters do not need to be submitted. The bid must also include proof of a bid security of EUR 2,000 and the price schedule. In the case of a joint bid, a power of attorney from the joint bidders must be attached. In addition, the bidder must confirm that it will not involve subcontractors or suppliers subject to Russian sanctions for more than 10% of the contract value and that the offered goods are not the object of an international sanction and do not originate from sanctioned territories in the tender context.
