Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that neither the company nor its managers or representatives have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, and other listed grounds. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. Qualification criteria and exclusion grounds
The bidder must have experience in similar road works: within the last 60 months, it must have properly performed at least one public road construction contract that included asphalt surfacing works in a total amount of at least 9,600 m². On request, the bidder must provide a client confirmation showing the scope of the works, the completion deadline and proper performance.
The project manager must hold at least a level 6 road engineer professional certificate in the road construction and maintenance specialty, or an equivalent right under the laws of the country of residence. The bidder must provide the project manager’s name and personal identification code, and if the certificate is not Estonian, a copy of the operating licence or other proof may be required.
The bid must comply with the conditions set out in the tender documents, and where necessary the bidder must add explanations or evidence of equivalence.
