Compliance requirements
The tender documents include mandatory exclusion grounds, at least for participation in a criminal organisation, corruption and fraud. The bidder must confirm whether any of these grounds apply to the bidder or to its management, administrative or supervisory body members, or persons authorised to represent, decide for or control the bidder. If an exclusion ground exists, the bidder may also need to explain self-cleaning measures and provide supporting evidence. The exact list and wording of all exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents. Under the compliance requirements, the bidder must submit a power of attorney in case of a joint bid, confirm that the bid complies with the tender documents, provide the required forms and, where relevant, evidence of equivalence. As a green procurement condition, the bidder must explain how it will organise the reuse and recycling service for office IT equipment: collection, confidential handling of data carriers and data erasure, and dismantling for recycling and disposal. If the bidder is not a member of a producer responsibility organisation, it must provide evidence of a cooperation partner or an environmental permit for waste management. For warranty repairs, the bidder must provide partner details or a manufacturer warranty confirmation together with a list of authorised service centres.
