Compliance requirements
The notice includes standard exclusion grounds, mainly final convictions within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and related offences. The bidder may be asked to confirm these points and, where allowed, to explain self-cleaning measures. The machine-readable notice did not include the full list in the excerpt, so the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be authorised to provide taxi transport services; the contracting authority will check the taxi transport licence in the register of economic activities. The bidder’s net turnover in the last completed financial year in the area of taxi transport services provided through an information society service must be at least EUR 100,000. The information must be submitted in the ESPD as preliminary evidence. The tender must comply with the tender documents, conditional tenders are not allowed, and where relevant the bidder must provide equivalence evidence and the compliance confirmations required in Appendix 1 to the technical specification. In the case of a joint tender, a power of attorney for the joint bidders must be attached. If the bidder marks information as trade secret, it must justify that designation, but the tender price and other numerical indicators used for evaluation may not be treated as trade secrets.
