Compliance requirements

Qualification criteria and exclusion grounds

The bidder must have a valid professional liability insurance policy, or be ready to conclude one before the contract is signed. The insurance must cover at least EUR 20,000 per insured event and remain valid for the entire contract period. Within the 36 months preceding the start of the procurement, the bidder must have completed at least 3 contracts that meet the following conditions: technical maintenance services for the water supply and sewerage systems of buildings with a closed net floor area of more than 1,000 m², including repair works, and each contract must have lasted at least 6 months by the procurement start date. At minimum, the bidder must provide the client’s name and contact details, a description of the contract, the building’s closed net floor area, the building address, the contract performance period and, where applicable, the procurement reference number. The bidder must submit the tender price according to the price table in the procurement documents, covering all activities required in the technical specification and general technical specification. The tender price must be stated in euros, excluding VAT, and must not be conditional. The bidder must involve a work team that meets the conditions set out in the procurement documents: a worker responsible for providing the technical maintenance service and the workers directly providing the service. The completed work team document must be signed and attached to the tender. The bidder must confirm that it has reviewed the relevant facts and conditions, understands and fully accepts the terms set out in the contract notice and procurement documents, and that the tender fully complies with them. If the tender is submitted by a person without representation rights, or if it is a joint tender or relies on another undertaking’s resources, the relevant powers of attorney and confirmations must be attached.
