Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions or other grounds related to criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other grounds listed in the ESPD. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have completed at least 3 properly performed contracts for cable installation works within the last five years, with a total contract value of at least EUR 100,000. To prove this, the bidder must provide a list of the completed contracts and the required details about them. The bidder must be registered in the economic activities register for the activity of electrical works, i.e. electrical installation. The cable works must be carried out by personnel with the necessary qualifications, skills and experience. The tender must comply with the procurement documents, and the bidder must confirm that equivalence has been explained and supporting evidence added where necessary. If the tender is submitted jointly, an authorised representative must be appointed and a joint-bidder power of attorney must be attached. The tender price must be submitted according to the prescribed structure and must cover all costs related to the service, except material costs.
