Compliance requirements
The bidder must confirm the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption and fraud. If an exclusion ground exists, the bidder may need to explain self-cleaning measures and provide supporting evidence. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked for the complete requirements.
Qualification criteria and exclusion grounds
The bidder’s total annual turnover for each of the last three completed financial years must be at least EUR 30,000. On request by the contracting authority, the bidder must submit the financial statements for the last three financial years or extracts from them.
Within the 36 months before the start of the procurement, the bidder must have completed at least 2 outdoor landscaping maintenance contracts related to gardening work. Each contract must have a value of at least EUR 20,000 excluding VAT. A list of the contracts must be provided, including the value, dates and the other contracting parties; in a public procurement, the reference numbers must also be given.
The specialist responsible for contract performance must hold a valid professional certificate with the occupational title gardener level 4 or higher, landscape builder level 4 or higher, or an equivalent qualification. The bid must state the responsible specialist’s name, personal identification code and certificate number. The certificate must remain valid for the entire contract period. The contracting authority will check compliance in the professional register and may request supporting documents.
The bid must also include Annex 2, the price schedule, and Annex 3, the CV of the responsible specialist, showing previous experience in outdoor landscaping maintenance. The bid must comply with all requirements set out in the tender documents, and conditional bids are not allowed.
