Compliance requirements
The tender documents include mandatory exclusion grounds such as participation in a criminal organisation, corruption, fraud and other standard grounds under the Public Procurement Act. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning, and in some cases the bidder must also confirm whether the information is electronically available. The machine-readable notice did not include the full list in one place, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must show a net turnover of at least EUR 200,000 in each of the last three financial years, i.e. at least EUR 600,000 in total. An extract of the net turnover for the last three years must be submitted, unless the data are publicly available to the contracting authority in the Estonian register.
The bidder must have valid professional liability insurance of at least EUR 300,000 per year for the entire duration of the contract, or provide a written commitment to take out such insurance.
As technical experience, the bidder must have completed within the 36 months before the start of the procurement 3 similar contracts for substation maintenance and/or construction works, each worth at least EUR 60,000 excluding VAT. Similar contracts are those whose main subject is maintenance, development or construction works for substations and high-voltage switchgear. A list of the contracts, with their value, dates and the other contracting parties, must be provided.
The bidder must have a testing laboratory in the field of electrical measurements and tests and occupational environment measurements that complies with EVS-EN ISO/IEC 17025:2017, and a type C inspection body in the field of electrical installation audits that complies with EVS-EN ISO/IEC 17020:2012. Supporting documents proving compliance must be submitted for both.
In addition, the bidder must have at least 2 persons responsible for C-level work operations and at least 2 persons with switching rights up to 20 kV. The names of these persons and documents proving compliance must be submitted.
