The notice includes mandatory and voluntary exclusion grounds. The bidder must confirm that neither it nor its relevant managers or representatives have been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, illegal employment of foreign nationals, child labour or human trafficking. The bidder must also confirm that it has no tax, fee or environmental charge arrears, and no tax or social security contribution debt under the law of its country of establishment. In addition, the bidder must confirm that it is not established in the Russian Federation or the Republic of Belarus.

The bidder must have, during the 60 months before the start of the procurement, at least three properly performed contracts for electrical construction works similar to the subject of the contract, and at least one of them must have a value of at least EUR 40,000 excluding VAT. A list of the contracts must be provided, including the performance period, details of the other contracting party, including the client representative’s contact details, and, in the case of public procurements, the reference numbers. The contracting authority may request evidence that the similar electrical works contracts were properly performed.
