Compliance requirements

The tender documents include mandatory exclusion grounds for convictions related to participation in a criminal organisation, corruption and fraud. If any such ground applies, the bidder may also be asked to state the conviction date, reason, who was convicted, the exclusion period, and whether self-cleaning measures were taken. The notice also refers to the possibility of proving restored reliability and to checking whether the information is electronically available. The machine-readable notice did not include the full list of exclusion grounds, so the exact grounds must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s annual turnover must have been at least EUR 150,000 in each of the three financial years ended by the start of the procurement, i.e. at least EUR 450,000 in total. The bidder must have properly performed at least 3 sales contracts for similar goods within the last 36 months, with each contract worth at least EUR 50,000 excluding VAT. Similar goods means sales of desktop and/or laptop computers. For each reference contract, the bid must include a description, total amount, contract value, period, customer name and contact details, and, where relevant, an indication of whether the information is electronically available. Under the compliance requirements, the bidder must submit technical data for the offered laptops and monitors in sufficient detail for the contracting authority to assess compliance with the technical requirements. The bidder must confirm that the bid complies with the tender documents, that the bid price is submitted in the required structure, and that a joint bid includes the joint bidders’ power of attorney. The bidder must also provide confirmation of the warranty for the laptops and monitors, the required information and evidence regarding REACH candidate substances, and, where applicable, proof of membership in a producer responsibility organisation or cooperation with a licensed waste handler.
