Compliance requirements
The machine-readable notice lists the standard mandatory exclusion grounds from the criminal-conviction section, including participation in a criminal organisation, corruption, fraud and terrorist offences. The bidder must confirm whether any such conviction applies to the company, its management or persons authorised to represent or control it, and if so provide the conviction date, reason, convicted person, exclusion period and any self-cleaning measures. The notice also asks whether this information is electronically available. Precise exclusion details should be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or technical capacity requirements; these must be checked in the tender documents. As compliance conditions, the bid must be submitted in the prescribed structure, the technical description and Annex 1 vehicle data table must be completed only in the required fields, and the form must not be altered otherwise. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm that the bid complies with the tender documents and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
