Compliance requirements
The tender documents include mandatory exclusion grounds based on final convictions, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and related grounds. The bidder must confirm these matters and may, where allowed, provide evidence of self-cleaning. The machine-readable notice did not include the full precise wording of all exclusion grounds, so they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, and the contracting authority may require proof of registration. The average net turnover in road construction works for the previous three years (2023–2025) must be at least EUR 500,000 per year; the ESPD also states a minimum requirement of EUR 200,000 and currency EUR. The bidder must have at least 3 previous surface dressing contracts completed during the last three years, and the total construction value of those projects must be at least EUR 150,000 excluding VAT. The tender must comply with the tender documents; conditional tenders are not allowed; if an equivalent solution is offered, it must be explained and supporting evidence must be attached. In the case of a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The contracting authority also requires the bid price to be submitted in the prescribed structure and a confirmation regarding any business secrets declared in the bid.
