Compliance requirements
The bidder must confirm that none of the exclusion grounds under § 95(1) points 1–5 of the Public Procurement Act apply. In practical terms, this covers convictions for organised crime, corruption, fraud, terrorist offences, money laundering or terrorist financing; offences related to illegal employment of foreigners or breach of foreign workers’ employment conditions, including paying less than the statutory wage; child labour or human trafficking offences; tax, fee or social security contribution debts; and situations where the contract would breach an international or Government of Estonia sanction.
Qualification criteria and exclusion grounds
The bidder and/or its subcontractor must have a qualified person responsible for the works: a person supervising electrical works who holds the professional certificate “Electrical Engineer, level 6” or equivalent or higher B-class competence. A copy of the document proving that person’s qualification and competence must be submitted.
The bidder and/or its subcontractor must have performed at least one maintenance and/or repair contract for a system similar to the subject of the tender within the 36 months before the start of the procurement, with a total value of at least EUR 4,000. A list of contracts must be submitted, showing the value, dates and the other contracting parties.
When submitting the bid, the bidder must confirm that the bid complies with the tender documents and must submit the completed price form. Conditional bids are not allowed.
