Compliance requirements

The bidder and its management, administrative or supervisory body members, and persons authorised to represent, decide for or control the bidder must not have final convictions for participation in a criminal organisation, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, or corruption within the last five years, unless the exclusion period stated in the conviction has already expired. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by the procurement documents or applicable law.

Qualification criteria and exclusion grounds

For Part 1, the bidder’s net turnover in each of the last two completed financial years must have been at least EUR 400,000. For Part 2, the bidder’s net turnover in each of the last two completed financial years must have been at least EUR 100,000. If a bid is submitted for several lots, the turnover must be at least the sum of the relevant lots. The bidder must provide the turnover figures for the 2025 and 2024 financial years in the ESPD. For Part 1, the bidder must involve a site manager who is present at the construction site throughout the working day. The site manager must have either a level 6 construction engineer qualification with the specialty of building construction and the professional area of construction management, or a level 6 construction manager qualification with the full specialisation in general construction, or an equivalent qualification. A construction management professional qualification and initial qualifications based only on education are not accepted as equivalent. For Part 1, the bidder must also involve a high-voltage specialist or project manager. The required qualification is either a class B competence certificate, or a level 6 electrical engineer qualification with specialisation in consumer electrical installations, or a level 6 electrical engineer qualification with specialisation in building electrical installations, or an equivalent qualification. The site manager and the high-voltage specialist may not be the same person. Initial qualifications are not accepted as equivalent here either. The bidder must provide the data required by the contracting authority for all involved specialists on Form 4. The bid must be prepared by accepting all conditions set out in the tender documents, and the price must be submitted in euros both on the eRHR worksheet and on Form 3. For Part 1, Form 2 and Form 3 (Part 1) must also be used; for Part 2, the corresponding Part 2 documents apply.
