Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full list in a concise form, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last 3 completed financial years must be at least EUR 300,000. If the bidder’s financial years are not calendar years, the relevant completed financial years and turnover for them must be shown.
Within the 60 months before the publication date of the contract notice, the bidder must have carried out at least 1 construction contract, within the meaning of the Building Code, for the complex construction, extension or reconstruction of a public or community building with indoor climate control, including high-voltage, low-voltage and finishing works. The net floor area of each such project must have been at least 400 m². If the work was performed in a joint bid, the bidder’s share and scope must be indicated.
A construction engineer with at least professional qualification level 6 in construction management must be involved in the direct performance of the contract. This person must know Estonian well enough to perform their duties; if the language requirement is not met, the bidder must ensure, at its own expense if necessary, interpretation for oral and written communication. Before the contract is signed, the bidder must submit the person’s details and documents proving competence. The bid must also include the price submission table in the form of Annex 4. In the case of a joint bid, a power of attorney from the joint bidders and ESPD documents for all joint bidders must be submitted.
