Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning, if allowed by the procurement rules and the tender documents. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment and, if requested, provide evidence of registration. The average specific annual turnover in the field of engineering works and construction works must be at least EUR 100,000 for the last 3 years. The minimum amount of professional liability insurance is EUR 50,000. The bidder must have at least 2 previous contracts for the construction of sports fields completed within the last 60 months, and proper performance of those works must be proven. The person preparing the construction design must have the relevant competence. The bid must comply with the tender documents, conditional bids are not allowed, and where necessary the bidder must provide explanations and evidence of equivalence. If the bid is submitted jointly, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bid price must be submitted in the structure set out in the tender documents.
