Compliance requirements

The bidder must confirm that neither the company nor its managers, board members, supervisory board members, proxies or other authorised representatives have been finally convicted within the last five years for the listed exclusion grounds, such as participation in a criminal organisation, corruption, fraud and other serious offences. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning measures where allowed by law or the tender documents. The machine-readable notice did not include the full list of exclusion grounds, so the exact grounds and any detailed confirmations must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must demonstrate financial and technical capacity. The general annual turnover must be at least EUR 50,000 in each of the three preceding years: 2023, 2024 and 2025. Turnover is proved by annual accounts or, if necessary, by a turnover statement signed by a management board member. The bidder must have experience from the previous 36 months in planning and implementing at least three awareness campaigns. To prove this, the bidder must submit details of the completed contracts, including the contracting party, the time of contract conclusion and, where possible, the contract value, as well as the public procurement register number if the contract was awarded through a public procurement procedure. For compliance, the bidder must submit the creative concept with visuals, descriptions and justifications, a detailed media plan by channel, a detailed campaign activity plan with deadlines, a list of team members with division of tasks and description of previous experience, and the bid price calculation according to price form A. The bidder must confirm that the bid complies with the tender documents and that conditional bids are not allowed.
