Compliance requirements
The contracting authority will exclude a bidder if any of the standard exclusion grounds under the relevant law apply: criminal convictions for corruption, fraud, terrorism-related offences, money laundering or financing terrorism; illegal employment of foreign workers or breach of wage rules for foreign workers; child labour or human trafficking offences; tax, social security or environmental tax arrears; or a conflict with international or government sanctions. The bidder must confirm that none of these grounds apply.
Qualification criteria and exclusion grounds
The bidder must have at least one properly performed contract from the last 60 months for the construction or reconstruction of an industrial production facility of similar complexity and scope. A list of at least one such contract must be submitted, including its value, dates and the other contracting parties. The bidder and/or its subcontractor must have a design manager with professional qualification as a civil engineer, at least level 6, with design competence. There must also be a construction manager with a civil engineer qualification at least level 6 with construction management competence, or a construction manager at least level 6. In addition, one welding coordinator is required with certification according to EVS-EN ISO 14731:2006 or EN1090, and at least two welders with certification according to EVS-EN ISO 9606-1. Documents proving the qualifications and competence of all these persons must be provided. The tender must comply with the tender documents and conditional tenders are not allowed. A site visit is mandatory and confirmation of attendance must be provided. The price form must be completed, and the critical works description must explain the replacement of beam No. 9 and the strengthening of beams No. 2 (22 pcs).
