Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing; unlawful employment of foreigners or breach of foreign workers’ employment conditions; child labour or human trafficking; tax, social security or environmental tax arrears; and being subject to an international sanction. The bidder must also confirm that none of the optional exclusion grounds apply, such as serious or repeated breach of earlier public contracts or false information / missing documents regarding qualification requirements.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years must be at least EUR 750,000. If the financial year does not coincide with the calendar year, the requirement applies to the last three completed financial years. At least six months must have passed since the end of the last completed financial year by the bid submission date. The bidder must provide an extract from the annual accounts or another required proof if the turnover data is not publicly available to the contracting authority.
Within the 60 months before the start of the procurement, the bidder must have properly performed at least three contracts for similar electrical construction works, at least one of which must have a value of at least EUR 80,000 excluding VAT. A list of the contracts must be submitted, including the performance periods, details of the other contracting parties and, for public procurements, reference numbers, together with evidence of proper performance if requested.
The bidder must have a worker with valid switching rights for work-related switching in the 0.22–20 kV electricity network; if only low-voltage works from 0.22–1 kV are procured, at least low-voltage switching rights are sufficient, otherwise both low-voltage and medium-voltage switching rights are required. This person must be entered in Elektrilevi’s partner portal before the opening of bids.
The bidder must have a person appointed as responsible for work operations, and that person must also be entered in Elektrilevi’s partner portal before the opening of bids.
The bidder must have a lead electrical works person with a valid A-competence and/or a qualification corresponding to at least level 6 under the Vocational Education Institutions Act, who holds the relevant certificate at the time of bid submission and has been added to Elektrilevi’s partner portal before the opening of bids.
The bid must be submitted using the required price table, and all unit price fields must be completed. If the right of representation does not arise from the articles of association, a power of attorney must be included. The machine-readable notice did not include precise requirements; they must be checked in the official tender documents.
