Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption and fraud. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning measures, where allowed by the tender documents or applicable law. The machine-readable notice did not include the full list of exclusion grounds; the exact grounds and any required confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, or provide evidence of registration if required by the contracting authority. As a financial capacity requirement, the bidder’s average annual turnover for each of the last three completed financial years (2023, 2024 and 2025) must be at least EUR 120,000. For technical capacity, the bidder must have properly performed at least two contracts similar to the subject matter of the tender during the last 36 months; similar contracts are those covering the manufacture, delivery and installation of at least two modular self-service parcel lockers, lending or return cabinets, or similar products suitable for outdoor use with a touch screen. As preliminary evidence, the bidder must submit a list of contracts with the names and contact details of the counterparties, the subject of the contract, the contract period and, where applicable, the public procurement reference number. The bid must comply with the tender documents and, where necessary, include an explanation of equivalence and evidence of equivalence.
