The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other forms of human trafficking, and other grounds listed in the tender documents. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning where allowed. Qualification criteria and exclusion grounds
The bidder must be registered in the business register of its country of establishment. The contracting authority may require proof of registration. The average annual turnover requirement is EUR 100,000 for the period 01/01/2022–31/12/2024. The bid must be submitted in the structure set out in the procurement documents, and the bidder must confirm that the bid complies with the requirements and, where necessary, that equivalence has been explained and supporting evidence has been attached. For lots 1 and 2, the bidder must also confirm that it will not use subcontractors or suppliers linked to citizens, residents or entities established in the Russian Federation for more than 10% of the contract value. In addition, a bid prepared according to the quantity table must be submitted for each lot in which the bidder wishes to participate.
