Compliance requirements
The machine-readable notice includes mandatory exclusion grounds for final convictions related to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other forms of trafficking in human beings, as well as the related obligation to answer the exclusion questions and, where applicable, provide evidence of self-cleaning. If an exclusion ground applies, the bidder may need to show that it has taken measures to restore reliability, if this is allowed under the procurement documents or the law.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 50,000. Joint bidders may combine their turnover. Compliance may need to be proven with an extract from the latest annual report or another document. If the bidder relies on the resources of another company, the bidder must also provide that company’s details and consent; the other company is jointly liable for the relevant part of contract performance.
The bidder must submit a list of road works contracts for publicly used roads completed within the last 60 months before the start of the procurement. Evidence that the works were performed properly is required. The contracting authority may ask for a confirmation from the client showing that masonry works were carried out and stating the contract completion deadline and the volume in square metres. If the bidder relies on another company’s experience, the details and consent of that company must also be provided, confirming its direct participation in contract performance.
The bid must comply with the contract notice and the procurement documents. A fully completed HD IV bill of quantities must be submitted as an Excel file. In the case of a joint bid, ESPDs for all joint bidders and a power of attorney for the authorised representative must be submitted. The bidder must also provide details of authorised persons if they are not visible in the business register. Goods that are the object of international sanctions or originate from a sanctioned area are not allowed in the bid submission process.
