Qualification criteria and exclusion grounds
Within the 36 months before the start of the procurement, the bidder must have completed at least one contract for maintenance of an automatic fire alarm system, emergency lighting and fire doors. Contract details must be provided; if this is not an RHR public procurement, the partner’s name, email and phone number, as well as the contract period, number and value, must also be provided. The contracting authority may also verify performance with the contract partners.
The bidder must have an MTR registration or permit for the activities of fire safety installation and maintenance, and fire safety design, construction and maintenance. For a bidder established in Estonia, the contracting authority checks this itself in the MTR; if the bidder is not established in Estonia, a certificate from the competent authority in the bidder’s country of establishment must be submitted.
The bid must be submitted in the format and according to the conditions set out in the tender documents. If the bid is submitted by someone other than a board member with representation rights in the commercial register, a power of attorney must be attached. In the case of a joint bid, an authorised representative must be appointed and a joint bidders’ power of attorney must be attached. If any information is marked as a trade secret, it must be briefly justified; the bid price may not be marked as a trade secret.
